| BACKGROUND: | Under the overall guidance of the UN Resident Coordinator, four specialized agencies - the International Labour Organization (ILO), the United Nations Children's Fund (UNICEF), the United Nations Development Programme (UNDP) and the International Organization for Migration (IOM) implement this programme with national and local government partners. The joint programme brings together experience and special knowledge of all partners, UNDP in the field of social services, youth and employment; UNICEF on youth participation, formal and non-formal education and child protection; IOM on supporting voluntary returns and returnee reintegration; and ILO on the development of youth employment action plans and programmes targeting disadvantaged youth, and strategies promoting labour market integration of socially-excluded people. The national lead partner is the Ministry of Economy and Regional Development |
