United Nations Development Partnership Framework 2016 - 2020

The use of common instruments and tools plays an important role in UNCT efforts to improve country-level coherence. There are three major instruments in use: a) the common country assessment; b) the UN Development Assistance Framework (UNDAF) and its results framework; and, c) joint programming and joint programmes.


The UNDAF is the strategic programme framework that describes the collective response of the UN system to national development priorities. The 2007 triennial comprehensive policy review encourages the UN development system to intensify its collaboration at the country and regional levels towards strengthening national capacities, in support of national development priorities, through the common country assessment, when required, and the UN Development Assistance Framework (UNDAF).

It recognizes the potential of the UNDAF and its results matrix as the collective, coherent and integrated programming and monitoring framework for country-level contributions. While the UNDAF is the key instrument for enhancing UN coherence, in certain situations, other programming instruments serving the same purpose may be used, as desired by the national authorities. Even though the UN operates in a range of national development contexts, the UN country programming must, both in process and substance, respond to national development priorities.


UNDAF (2011 – 2015) – United Nations Development Assistance Framework

UNCT Serbia currently operates under this strategic document. It was developed though a series of consultations with the Government of Serbia and other relevant partners in the country and signed in June 2010.


Following are the development priorities set by the UNDAF 2011-2015:

3. Regional Stability and Cooperation


United Nations Development Partnership Framework 2016 - 2020


UNCT and Government of the Republic of Serbia finalized the new strategic framework that will be used for programming of the UNCT development assistance provided to the Government of Serbia in the period 2016-2020.


The new strategy that is already signed includes following strategic priorities:


1. Governance and Rule of Law

2. Social and Human Resources Development

3. Economic Development, Growth, and Employment

4. Environment, Climate Change and Resilient Communities

5. Culture and Development
